We use passives when we don't know who did the action. Only transitive verbs (verbs with an object) can be made passive. Passives are formed with the verb 'be' + past participle:

My bike has been stolen.

We also use passives when it isn't important who did the action, or it is obvious:

Yes, it was chained to a lamppost.
